Update to Apple Maggot soil rule proposal

The Washington State Department of Agriculture is proposing to add soil in potted host plants to the list of commodities regulated under the apple maggot quarantine rule.  After much discussion and after reviewing comments and emails on the terms of the rule change, WSDA has drafted the language of the proposed rule.  This proposed language is not final and we still are accepting comments and questions on the rule.  The agency’s next step over the next several months is to conduct a small business economic impact statement (SBEIS).  Following the SBEIS there will be public hearings to solicit additional comments before the rule becomes final.
